WinPower’s 7th Landmark Project in Cabo Verde: Modernizing Boa Vista’s Energy Grid

The 7th energy endeavour in Cabo Verde for WinPower is an ambitious project, in partnership with C&S Engenharia and encompasses essential upgrades and installations to integrate Boa Vista’s medium-voltage network into the national dispatch system.

Specifically, the project scope encompasses:

  • Adaptation of the Medium-Voltage Network: ensuring the island’s grid meets the technical requirements for national dispatch integration;
  • Supply, Installation, and Commissioning of Medium-Voltage Switchgears: these systems are fundamental for efficient and reliable electricity distribution;
  • Development of Transformation and Switching Stations: upgraded stations will connect Boa Vista’s grid to the SCADA system managed in Santiago Island;
  • Integration with SCADA Systems: the project ensures that Boa Vista’s grid is aligned with the national grid’s centralized monitoring and control, enhancing operational efficiency and reliability.

Financed by Luxembourg’s development agency, LuxDev, this project is part of a broader initiative to modernize Cabo Verde’s energy infrastructure. The project officially launched in August, in a kick-off meeting held at AEB offices, which brought together representatives from WinPower, LuxDev, ELECTRA, AEB, and the Ministry of Industry, Commerce and Industry (MICE) through its National Directorate for Industry, Commerce and Energy (DNICE). On this meeting participants discussed objectives, timelines and challenges. A highlight of the event was the site visit to 13 medium-voltage stations, where conditions were assessed and plans were discussed.

The modernization of Boa Vista’s 20 kV grid and its alignment with the national grid represents more than a technical upgrade: it’s another crucial step in the country’s energy transition objectives. The integration into the SCADA system will empower the island with centralized monitoring and automation and will facilitate faster response times, reduced operational costs and enhance grid resilience.

Since its first project in Cabo Verde, WinPower has established itself as a trusted partner in advancing the country’s energy infrastructure and this project is another stepping stone on a legacy of excellence. Our collaboration with C&S Engenharia and other local and international stakeholders is a testament to the power of partnerships in driving meaningful change.
