WinPower was selected through an international public tender to provide strategic consulting services to the Government of São Tomé and Príncipe within the scope of the Access to Clean Resilient Electricity Project (ACRE), financed by the World Bank through the International Development Association (IDA).
The aim of this project is to develop a robust model for private sector participation in the Operation and Maintenance (O&M) of the national electricity system, capable of improving operational efficiency, reducing commercial losses, lowering production costs, expanding electricity access, and enhancing supply quality.
This contract marks WinPower’s entry into a new country and market, consolidating its experience in island and isolated electricity systems, and reinforcing its position as a leading partner in the transformation of energy infrastructure in emerging contexts.

This project involves a consortium with LBC (Portugal) and Krypton (São Tomé and Príncipe), adopting an integrated and multidimensional approach to the country’s energy sector.
The proposed solution includes:
Institutional and Legal Analysis: Assessment of the regulatory and institutional framework governing the electricity sector;
Operational and Commercial Evaluation: In-depth study of the practices of EMAE (the national electricity company), identifying strengths and opportunities for improvement, and proposing changes aligned with international best practices;
Private Sector Participation Models: Comparative analysis of different models for private sector involvement in O&M, recommending the most suitable strategy for the country’s context;
Implementation Plan: Development of a detailed plan ensuring the technical and financial viability, as well as the social sustainability of the chosen model.
